Appropriates $650,000 to Mid-South Community College for construction, renovation, and equipment of an aviation annex including aircraft hangar, classroom, laboratory, and support areas.

Appropriates $2,000,000 to Mid-South Community College for personal services, operating expenses, and economic development grants to support the Arkansas Delta Training and Education Consortium initiatives.

Funds are payable from the General Improvement Fund and may be supplemented by grants, donations, Federal funds, and unobligated cash income available to the institution.

Requires strict compliance with state purchasing law, accounting procedures, revenue stabilization law, and Department of Finance and Administration regulations in fund disbursement.

Declares an emergency effective July 1, 2013, stating that the appropriations are essential to agency operations and immediate implementation is necessary.
