Appropriates $500,000 to Mid-South Community College from the General Improvement Fund for construction, renovation, maintenance, equipment, furnishings, security enhancements, technology upgrades, and library resources related to Wellness Center Facility expansion.

Allows the college to supplement state funds with grants, donations, and federal funds, and to use unobligated cash income to finance the project.

Prohibits use of the college's regular Maintenance and General Operations appropriations for purposes covered by this appropriation.

Requires strict compliance with state purchasing laws, accounting procedures, revenue stabilization law, and Department of Finance and Administration regulations in disbursement of funds.

Declares an emergency effective date of July 1, 2013, based on constitutional restrictions limiting appropriations to one-year periods.
