Appropriates $750,000 to the National Park Community College from the General Improvement Fund for construction, renovation, maintenance, critical maintenance, equipment, security enhancements, technology upgrades, and library resources.

Prohibits contracts or obligations from exceeding State Treasury funds actually available, but allows the college to accept and use grants, donations, Federal funds, and unobligated cash income to supplement the appropriation.

Requires strict compliance with State Purchasing Law, General Accounting and Budgetary Procedures Law, Revenue Stabilization Law, and other applicable fiscal control laws when disbursing funds.

Mandates that funds be used in compliance with stated reasons for the appropriation as documented in budget manuals, letters, and official legislative council or joint budget committee minutes.

Declares an emergency effective July 1, 2013, citing the constitutional restriction on appropriations to one-year periods and the necessity for agency operations.
