Appropriates $500,000 to the Department of Rural Services from the General Improvement Fund for grants to fire departments, counties, municipalities, and other eligible entities for fire protection, search and rescue, emergency medical services, and emergency management programs.

Authorizes the Department of Rural Services to accept and use grants, donations, and Federal funds to supplement state appropriations for project costs.

Prohibits use of the appropriated funds for maintenance and general operations expenses of the Department of Rural Services.

Requires strict compliance with state purchasing laws, accounting procedures, revenue stabilization laws, and fiscal control regulations in disbursement of funds unless specifically exempted by law.

Declares an emergency clause making the Act effective July 1, 2013, to ensure essential governmental emergency services can continue operating.
