Appropriates $300,000 to Northwest Arkansas Community College from the General Improvement Fund for capital improvements at the Child Protection Training Center at Bentonville, including personal services, maintenance, operations, renovation, equipment, construction, and repairs.

Prohibits contracts or obligations exceeding available State Treasury funds, but allows institutions to supplement with grants, donations, Federal funds, and unobligated cash income.

Requires strict compliance with State Purchasing Law, General Accounting and Budgetary Procedures Law, Revenue Stabilization Law, and other fiscal control laws in fund disbursement.

Specifies that funds must be used in compliance with stated reasons documented in budget manuals, agency requests, executive recommendations, and legislative recommendations.

Declares an emergency effective July 1, 2013, stating the appropriation is essential to agency operations and needed for immediate preservation of public peace, health, and safety.
