Appropriates $500,000 to the Northwest Technical Institute from the General Improvement Fund for construction, renovation, maintenance, improvements, materials, and equipment purchase and maintenance.

Restricts contract awards and obligations to State Treasury funds actually available, but allows institutions to accept grants, donations, and Federal funds to supplement the appropriation.

Prohibits use of existing Maintenance and General Operations appropriations for projects funded under this act.

Requires strict compliance with State Purchasing Law, General Accounting and Budgetary Procedures Law, Revenue Stabilization Law, and Department of Finance and Administration regulations in disbursing funds.

Declares an emergency clause making the act effective July 1, 2013, to ensure continuation of essential governmental operations.
