Appropriates $250,000 to the Arkansas Natural Resources Commission from the General Improvement Fund for grants covering construction, repairs, equipment purchase, land acquisition, and administrative costs for water and wastewater projects, levee repair, flood control, fire protection services, and irrigation projects.

Authorizes the Commission to accept and use federal grants, donations, and unobligated cash income to supplement state funds for project financing, but prohibits using maintenance and operations funds for these purposes.

Requires strict compliance with state purchasing law, accounting procedures, revenue stabilization law, and fiscal control regulations promulgated by the Department of Finance and Administration in disbursing funds.

Declares an emergency effective July 1, 2013, citing the constitutional prohibition on appropriations exceeding one year and the essential need for immediate agency operations.

Exempts the appropriation from standard program requirements and allows new rules and regulations to be adopted to carry out legislative intent regarding the authorized funds.
