Appropriates $1,000,000 to the Department of Rural Services from the General Improvement Fund for grants to fire departments, counties, municipalities, and other eligible entities.

Funds may be used for operating, construction, improvements, equipment, renovation, and maintenance expenses related to fire protection, search and rescue, emergency medical services, and emergency management programs.

Appropriations are not restricted by requirements applicable to other currently administered programs, and new rules and regulations may be adopted to carry out the intent of the General Assembly.

Requires strict compliance with State Purchasing Law, General Accounting and Budgetary Procedures Law, Revenue Stabilization Law, and other fiscal control laws unless specifically provided otherwise by law.

Act becomes effective July 1, 2013 and is declared an emergency to ensure essential governmental programs are not disrupted.
