Appropriates $1,000,000 from the General Improvement Fund to the Department of Human Services - Division of Developmental Disabilities Services for grants to Human Development Centers serving developmentally disabled individuals.

Funds may be used for personal services, operating expenses, construction, improvements, equipment, renovation, and maintenance expenses at the centers.

Appropriations are not restricted by requirements applicable to other programs and new rules and regulations may be adopted to carry out the intent of the appropriation.

Institutions may supplement state funds with grants, donations, federal funds, and unobligated cash income, but existing Maintenance and General Operations funds cannot be redirected for these purposes.

Act becomes effective July 1, 2013, with an emergency clause due to constitutional limitations on appropriations to one-year periods.
