Appropriates $250,000 from the General Improvement Fund to the Department of Human Services for community-based program grants covering personal services, operating expenses, equipment, supplies, and maintenance expenses.

Allows the Department of Human Services to adopt new rules and regulations to implement the appropriation without restrictions applicable to other programs currently administered.

Permits the Department to supplement state funds with federal grants, donations, and unobligated cash income, provided that existing Maintenance and General Operations funds are not diverted for this purpose.

Requires strict compliance with state purchasing laws, accounting procedures, revenue stabilization laws, and fiscal control regulations in disbursement of the appropriated funds.

Declares an emergency effective July 1, 2013, to ensure immediate implementation of the appropriation for essential governmental operations.
