Appropriates $100,000 from the General Improvement Fund to the University of Arkansas - Archeological Survey for a two-year program to help organizations document and preserve African American burial sites in Arkansas.

Funds are to cover personal services, equipment, and operational expenses related to the burial site documentation and preservation initiative.

Permits the University to supplement state funds with grants, donations, Federal funds, and unobligated cash income, but restricts use of existing Maintenance and General Operations appropriations for this purpose.

Requires strict compliance with state purchasing, accounting, budgetary procedures, revenue stabilization, and fiscal control laws in disbursing funds.

Declares an emergency effective July 1, 2013 to allow the two-year appropriation despite the state constitutional requirement limiting appropriations to one-year periods.
