Appropriates $25,000 to the Department of Human Services - Division of Behavioral Health for alcohol and substance abuse prevention grants, including personal services, operating expenses, construction, improvements, equipment, renovation, and maintenance.

Authorizes the department to adopt new rules and regulations to carry out the intent of the appropriations without being restricted by requirements applicable to other programs.

Permits the department to accept and use grants, donations, federal funds, and unobligated cash income to supplement state treasury funds for project financing.

Requires strict compliance with state purchasing laws, accounting procedures, revenue stabilization laws, and fiscal control regulations in disbursement of funds.

Declares an emergency effective July 1, 2013, to ensure essential governmental programs are not disrupted due to the constitutional prohibition on appropriations for more than one year.
