Appropriates $250,000 to the Department of Human Services from the General Improvement Fund for community-based program grants covering personal services, operating expenses, equipment, supplies, and maintenance expenses.

Allows the Department to adopt new rules and regulations to carry out the intent of the appropriation without being restricted by requirements applicable to other programs.

Permits the Department to accept and use grants, donations, Federal funds, and unobligated cash income to supplement State Treasury funds, but prohibits using existing Maintenance and General Operations appropriations for these purposes.

Requires strict compliance with State Purchasing Law, General Accounting and Budgetary Procedures Law, Revenue Stabilization Law, and Department of Finance and Administration regulations in disbursing funds.

Declares an emergency effective July 1, 2013, citing the State Constitution's prohibition on appropriations exceeding one year and the essential need for immediate agency operations.
