Appropriates $1,000,000 to the University of Arkansas Community College at Morrilton from the General Improvement Fund for construction, renovation, maintenance, critical maintenance, equipment, security enhancements, technology upgrades, and library resources.

Prohibits awarding contracts or incurring obligations in excess of available State Treasury funds, but allows the college to accept grants, donations, and Federal funds to supplement the appropriation.

Requires strict compliance with State Purchasing Law, General Accounting and Budgetary Procedures Law, Revenue Stabilization Law, and Department of Finance and Administration regulations in fund disbursement.

Specifies that funds must be used in compliance with stated reasons for the appropriation as documented in Agency Requests, Executive Recommendations, and Legislative Recommendations in budget materials and official minutes.
