Appropriates $1,000,000 from the General Improvement Fund to the Arkansas Natural Resources Commission for grants supporting water and wastewater projects, levee repair, flood control, drainage, fire protection services, and irrigation projects.

Funds may be used for construction, repairs, equipment purchases, land acquisition, administrative costs, professional fees, and related improvements for eligible projects.

Agencies may supplement state funds with federal grants, donations, and unobligated cash income, but maintenance and general operations funds cannot be redirected for these appropriations.

Requires compliance with state purchasing laws, accounting procedures, revenue stabilization laws, and Department of Finance and Administration regulations in fund disbursement.

Effective July 1, 2013, with an emergency clause declaring that immediate implementation is essential to agency operations.
