• Appropriates $2,000,000 from the General Improvement Fund to the Department of Finance and Administration - Disbursing Officer for grants to the Arkansas Hunger Relief Alliance to support hunger relief efforts throughout the state.

• Allows institutions and agencies to accept and use grants, donations, and Federal funds to supplement state appropriations, but prohibits use of Maintenance and General Operations funds for these purposes.

• Requires strict compliance with State Purchasing Law, General Accounting and Budgetary Procedures Law, Revenue Stabilization Law, and other applicable fiscal control laws in disbursement of funds.

• Declares an emergency clause making the act effective July 1, 2013, finding that delay in effectiveness could harm proper administration of essential governmental programs.

• Provides that appropriated funds must be used in compliance with stated reasons for adoption as evidenced by budget manuals, letters, and legislative testimony.
