Appropriates $1,000,000 from the General Improvement Fund to the Department of Human Services for grants supporting equipment, maintenance, operations, construction, landscaping, and personal services for special needs facilities and parks.

Authorizes facilities and parks to enable special needs children and adults to safely participate in sports activities.

Permits the Department to adopt new rules and regulations to carry out the appropriation without restrictions applicable to other current programs.

Allows institutions to accept and use Federal funds, grants, donations, and unobligated cash income to supplement state funds for project costs.
