Appropriates $250,000 to the Department of Rural Services for grants to fire departments, counties, municipalities, and other eligible entities for operating, construction, improvements, equipment, renovation, and maintenance of public buildings, community centers, memorials, parks, amphitheaters, recreation centers, public libraries, fire protection facilities, and cemeteries.

Appropriates $250,000 for community improvement grants to counties for operating, construction, improvements, equipment, renovation, and maintenance expenses associated with county fairs.

Allows receiving institutions and agencies to accept and use grants, donations, and Federal funds to supplement state appropriations, provided that general operations funding is not diverted for these appropriation purposes.

Requires strict compliance with state purchasing law, accounting procedures, revenue stabilization law, and fiscal control regulations in disbursement of funds.

Declares an emergency effective July 1, 2013, stating that funds cannot be appropriated for more than a one-year period.
