Appropriates $5,000,000 to the Department of Parks and Tourism from the General Improvement Fund for planning, construction, and development of a National U.S. Marshal Museum in Fort Smith, Arkansas.

Authorizes the Department to accept and use grants, donations, and Federal funds to supplement State Treasury funds for the project.

Prohibits use of existing Maintenance and General Operations appropriations for this project.

Requires strict compliance with State Purchasing Law, General Accounting and Budgetary Procedures Law, Revenue Stabilization Law, and other applicable fiscal control laws.

Takes effect July 1, 2013 under an emergency clause, with funds to be used in compliance with stated reasons documented in budget manuals and legislative records.
