Appropriates $250,000 from the General Improvement Fund to the Department of Arkansas Heritage - Arts Council for the Music Roots Program of the Ozark Folk Center State Park

Funds may be used for personal services, operating expenses, maintenance, renovation, equipping, construction, acquisition, improvement, upgrade, and repair of real property and facilities

Appropriations are not restricted by requirements applicable to other programs, and new rules and regulations may be adopted to carry out the intent of the General Assembly

Funds must comply with State Purchasing Law, General Accounting and Budgetary Procedures Law, Revenue Stabilization Law, and other applicable fiscal control laws unless specifically exempted

Act becomes effective July 1, 2013 and is declared an emergency measure necessary for immediate operation of the agency
