Amends Arkansas Code § 8-6-707(a) to clarify procedures for creating new regional solid waste management districts by the Arkansas Pollution Control and Ecology Commission.

Changes language from "which" to "that" when specifying districts must address local exigencies, needs, and other requirements.

Updates census reference from "latest" to "most recent" federal decennial census for population thresholds determining single-county district eligibility.

Establishes that a county with at least 50,000 population or at least 25,000 population served by one county sanitation authority under § 14-233-104 may form a single-county district.

Requires commission approval of regional solid waste management district boundaries through administrative procedures promulgated by the commission.
