Appropriates $1,704,284 in cash funds to the State Board of Collection Agencies for fiscal year 2013-2014, including $194,827 for regular salaries, $5,000 for extra help, and $1,300,000 for DHS/UAMS/ASU/UCA/SAU system/HSU grants.

Establishes maximum of 4 regular employees: Executive Director (Grade N902), Field Investigator (Grade C116), Business Operations Specialist (Grade C116), and Administrative Specialist III (Grade C112).

Increases annual employee registration fee from $15 to $20 effective September 1, 2013, and restructures fee distribution to universities and state entities beginning July 1, 2013 with prorated funding based on available revenues.

Increases surety bond requirements for collection agency licensees from a minimum of $5,000 and maximum of $25,000 to a minimum of $10,000 and maximum of $50,000 per location.

Becomes effective July 1, 2013 as an emergency measure necessary for continued agency operations.
