Appropriates $100,000 from the General Improvement Fund to the Department of Human Services for grants to community organizations for hunger relief efforts including food distribution and education.

Grants may be used for personal services, operating expenses, and purchase of equipment and supplies by community organizations.

Allows the Department of Human Services to adopt new rules and regulations to implement the appropriations without restriction by requirements applicable to other programs.

Permits recipient institutions and agencies to supplement State Treasury funds with grants, donations, Federal funds, and unobligated cash income for the projects.

Takes effect July 1, 2013, with an emergency clause declaring immediate effectiveness necessary for essential governmental programs.
