Appropriates $691,500 to the University of Arkansas for the Criminal Justice Institute for fiscal year ending June 30, 2014, from the University of Arkansas Fund.

Funds support education and training for school, law enforcement, judicial, medical, and other personnel to strengthen public school and campus safety and identify drug-affected children.

Allocates $205,000 for regular salaries, $61,500 for personal service matching, and $225,000 for maintenance and general operations including operating expenses, conferences, travel, and professional fees.

Provides $200,000 specifically for Active Shooter/Safe Schools Initiative violence intervention training expenses.

Act takes effect July 1, 2013 on an emergency basis to ensure the agency's operation, with funds subject to all applicable state procurement, accounting, budgetary, and fiscal control laws.
