Appropriates $750,000 to the Department of Rural Services for grants to fire departments, counties, municipalities, and other eligible entities for operating, construction, improvements, equipment, renovation, and maintenance of public buildings, community centers, memorials, parks, amphitheaters, recreation centers, fire protection facilities, and cemeteries.

Appropriates $750,000 for grants to counties for operating, construction, improvements, equipment, renovation, and maintenance expenses associated with sheriff departments.

Appropriates $750,000 for community improvement grants to counties for operating, construction, improvements, equipment, renovation, and maintenance of county fairs and 4-H organizations.

Allows institutions and agencies to supplement state funds with grants, donations, federal funds, and unobligated cash income for project financing, but prohibits use of maintenance and general operations funds for these appropriations.

Takes effect July 1, 2013 with an emergency clause declaring immediate implementation necessary for agency operations and essential governmental programs.
