Appropriates $1,000,000 to the University of Arkansas at Monticello for the Crossett Campus to be used for construction, renovation, maintenance, critical maintenance, equipment, security enhancements, technology upgrades, and furnishings.

Funds must come from the General Improvement Fund or successor fund accounts, with no contracts awarded beyond available State Treasury funds unless supplemented by grants, donations, or Federal funds.

Prohibits use of regular Maintenance and General Operations appropriations for any purposes covered by this act.

Requires strict compliance with State Purchasing Law, General Accounting and Budgetary Procedures Law, Revenue Stabilization Law, and Department of Finance and Administration regulations in fund disbursement.

Declares an emergency effective July 1, 2013, citing the constitutional limit on appropriations to one-year periods and the need for immediate implementation to support agency operations.
