Appropriates $1,000,000 to the University of Arkansas at Monticello from the General Improvement Fund for construction, renovation, maintenance, equipment, security enhancements, technology upgrades, and furnishings at the UAM-McGehee campus

Allows the university to supplement State Treasury funds with grants, donations, Federal funds, and unobligated cash income to cover project costs

Requires strict compliance with State Purchasing Law, General Accounting and Budgetary Procedures Law, Revenue Stabilization Law, and other applicable fiscal control laws in fund disbursement

Directs that funds be used in compliance with stated reasons for adoption as evidenced by budget manuals, letters, and legislative testimony relating to the bill's passage

Establishes an emergency clause making the act effective July 1, 2013, citing constitutional restrictions on multi-year appropriations and the necessity for immediate agency operation
