Appropriates $2,500,000 from the General Improvement Fund to the University of Arkansas at Monticello for construction, renovation, maintenance, equipment, security enhancements, technology upgrades, and furnishings of the Math and Science Center.

Allows the university to accept and use grants, donations, Federal funds, and unobligated cash income to supplement State Treasury funds for project financing.

Prohibits using Maintenance and General Operations funds for the appropriated purposes and requires strict compliance with State Purchasing Law, accounting procedures, and fiscal control regulations.

Requires funds be used in compliance with stated purposes documented in budget manuals, agency requests, executive recommendations, and legislative testimony.

Becomes effective July 1, 2013, with an emergency declaration due to constitutional restrictions on appropriations exceeding one year.
