Appropriates $613,000 to East Arkansas Community College from the General Improvement Fund for renovations, maintenance, equipment, security enhancements, technology upgrades, and library resources for Classroom Building 3, including sidewalks, lighting, and landscaping.

Prohibits contract awards or obligations exceeding available State Treasury funds, but allows the college to accept grants, donations, Federal funds, and use unobligated cash income to supplement the appropriation.

Requires strict compliance with State Purchasing Law, General Accounting and Budgetary Procedures Law, Revenue Stabilization Law, and other applicable fiscal control laws in disbursing funds.

Specifies that funds must be used in compliance with stated reasons for the appropriation as documented in budget manuals, letters, and legislative meeting minutes.

Declares an emergency and sets the effective date as July 1, 2013.
