Appropriates $5,000,000 from the General Improvement Fund to the Department of Parks and Tourism for planning, construction, and development of a National U.S. Marshal Museum in Fort Smith, Arkansas.

Allows the department to accept and use grants, donations, and Federal funds to supplement state appropriations for the project.

Prohibits the use of maintenance and general operations funds for the museum project and requires strict compliance with state purchasing, accounting, budgeting, and fiscal control laws.

Directs that all funds be disbursed in compliance with stated reasons for appropriation as documented in budget manuals, agency requests, and legislative council minutes.

Declares an emergency effective July 1, 2013, to ensure immediate availability of funds for the museum project.
