Appropriates $1,000,000 to the Department of Veterans' Affairs from the General Improvement Fund for personal services, operating expenses, maintenance, construction, renovations, equipment, and grants for veterans services.

Allows the Department to adopt new rules and regulations to carry out the appropriation without being restricted by requirements applicable to other programs currently administered.

Permits the Department to accept and use grants, donations, and Federal funds, as well as unobligated cash income, to supplement State Treasury funds for project financing.

Requires strict compliance with State Purchasing Law, General Accounting and Budgetary Procedures Law, Revenue Stabilization Law, and other applicable fiscal control laws in disbursing funds.

Declares the act effective July 1, 2013, as an emergency measure necessary for the immediate operation of the Department and provision of essential governmental programs.
