Appropriates $250,000 to the Department of Rural Services for grants to Arkansas Boys and Girls Clubs for operating, construction, improvements, equipment, renovation, and maintenance expenses related to youth program activities.

Appropriates $500,000 for grants to fire departments, counties, municipalities, and other eligible entities for public buildings, community centers, memorials, parks, amphitheaters, recreation centers, fire protection, and cemeteries.

Appropriates $100,000 for grants to counties for operating, construction, improvements, equipment, renovation, and maintenance expenses associated with law enforcement.

Authorizes the Department of Rural Services to adopt new rules and regulations to carry out the appropriations and permits receiving entities to supplement state funds with grants, donations, and federal funds.

Effective July 1, 2013, with an emergency clause declaring the appropriations essential to agency operations.
