Appropriates $500,000 from the General Improvement Fund to the Department of Health - State Athletic Commission for grants to Boys and Girls Clubs statewide.

Grants may be used for construction, renovation, maintenance, purchase of equipment, personal services, and operating expenses.

Authorizes the Department to adopt new rules and regulations to carry out the appropriation without restrictions applicable to other programs.

Allows recipient institutions to supplement state funds with grants, donations, federal funds, and unobligated cash income for project financing.

Becomes effective July 1, 2013 with an emergency clause due to the one-year appropriation requirement in the Arkansas Constitution.
