Appropriates $1,000,000 to National Park Community College from the General Improvement Fund for construction, renovation, maintenance, critical maintenance, equipment, security enhancements, personal services, operating expenses, technology upgrades/equipment, and library resources

Restricts contracts and obligations to State Treasury funds actually available, but allows the college to accept and use grants, donations, Federal funds, and unobligated cash income to supplement the appropriation

Prohibits the college from using existing Maintenance and General Operations appropriations for any purposes covered by this appropriation

Requires strict compliance with State Purchasing Law, General Accounting and Budgetary Procedures Law, Revenue Stabilization Law, and other applicable fiscal control laws in disbursing funds

Declares an emergency effective July 1, 2013, to ensure funds are available for the college's operation during the fiscal year
