Appropriates $1,000,000 to the University of Arkansas - Arkansas School for Mathematics, Sciences and the Arts from the General Improvement Fund for construction, renovation, maintenance, equipment, security enhancements, personal services, operating expenses, technology upgrades, and library resources.

Prohibits contracts or obligations from exceeding available State Treasury funds, but allows institutions to supplement with grants, donations, Federal funds, and unobligated cash income.

Requires strict compliance with State Purchasing Law, General Accounting and Budgetary Procedures Law, Revenue Stabilization Law, and all applicable fiscal control laws during fund disbursement.

Specifies that funds must be used in compliance with stated reasons in Agency Requests, Executive Recommendations, Legislative Recommendations, and budget committee minutes.

Declares an emergency effective July 1, 2013, citing constitutional restrictions on appropriations and the essential need for immediate operation of the agency.
