Appropriates $3,000,000 from the General Improvement Fund to the Department of Human Services - Division of Developmental Disabilities Services for an adult services center grant.

Grant funds may be used for construction, equipment, improvements, major maintenance, repairs, and renovation of an adult services center that has provided services to adults with developmental disabilities for at least 15 years in the county being served.

Allows recipient institutions to accept and use grants, donations, and Federal funds to supplement state appropriations, provided maintenance and general operations funds are not diverted for this purpose.

Requires strict compliance with state purchasing laws, accounting procedures, revenue stabilization laws, and fiscal control regulations established by the Department of Finance and Administration.

Effective July 1, 2013 with emergency clause declaring immediate implementation necessary for essential governmental programs.
