Appropriates $1,000,000 from the General Improvement Fund to the Department of Human Services - Division of Aging and Adult Services for grants to Area Agencies on Aging

Authorized uses for grants include construction, renovation, major maintenance, maintenance, and purchase of equipment

Allows agencies to supplement state funds with federal grants, donations, and unobligated cash income, but prohibits using general operations funds for these appropriated purposes

Requires strict compliance with state purchasing laws, accounting procedures, revenue stabilization laws, and Department of Finance and Administration regulations in fund disbursement

Effective July 1, 2013, with emergency clause declaring immediate necessity for proper administration of aging services programs
