Appropriates $20,000,000 from the General Improvement Fund to the University of Arkansas for transfer to various institutions and entities within the University of Arkansas System for construction, renovation, maintenance, equipment, and operational expenses.

Authorizes institutions and agencies to accept and use grants, donations, and Federal funds, as well as unobligated cash income, to supplement State Treasury funds for project financing.

Prohibits use of the appropriated funds for Maintenance and General Operations expenses that are otherwise provided by the General Assembly.

Requires strict compliance with State Purchasing Law, General Accounting and Budgetary Procedures Law, Revenue Stabilization Law, and other applicable fiscal control laws in fund disbursement.

Declares an emergency effective date of July 1, 2013, to ensure the appropriations are available for essential agency operations.
