Appropriates $691,500 to the University of Arkansas Criminal Justice Institute for fiscal year 2013-2014 for education and training in school, campus, and child safety initiatives.

Allocates funds as follows: $205,000 for regular salaries, $61,500 for personal services matching, $60,750 for operating expenses, $60,750 for conferences and travel, $103,500 for professional fees, and $200,000 for active shooter/safe schools initiative violence intervention training.

Transfers $691,500 from the General Revenue Allotment Reserve Fund to the University of Arkansas Fund immediately upon the act's effective date.

Requires all fund disbursements to comply with state procurement laws, accounting procedures, salary restrictions, and higher education expenditure restrictions.

Becomes effective July 1, 2013, with Section 2 (funding transfer) effective immediately upon passage and approval.
