Appropriates $1,000,000 to the Department of Health from the General Improvement Fund for grants supporting community services and treatment programs covering personal services, operating expenses, construction, improvements, equipment, renovation, and maintenance.

Allows the Department of Health to adopt new rules and regulations to implement the appropriation, notwithstanding other applicable program requirements.

Permits institutions and agencies to supplement state funds with federal grants, donations, and unobligated cash income, provided maintenance and general operations funding is not diverted for these purposes.

Requires strict compliance with state purchasing, accounting, budgeting, and fiscal control laws when disbursing funds unless specifically exempted by law.

Declares an emergency effective date of July 1, 2013 to ensure essential governmental health programs can operate without delay.
