Appropriates $3,000,000 from the General Improvement Fund to the Economic Development Commission for Regional Economic Development Partnership grants under Arkansas Code 15-4-3401 through 15-4-3412.

Requires disbursement to not exceed available State Treasury funds, but allows institutions to supplement with grants, donations, Federal funds, and unobligated cash income.

Prohibits use of appropriated funds for regular Maintenance and General Operations of the agency receiving the appropriation.

Requires strict compliance with State Purchasing Law, General Accounting and Budgetary Procedures Law, Revenue Stabilization Law, and other fiscal control laws in disbursement of funds.

Declares an emergency effective July 1, 2013, citing the constitutional requirement that appropriations cover only one-year periods and the need for immediate agency operation.
