Appropriates $375,000 from the Commissioner of State Lands' cash funds to the Department of Veterans' Affairs for a Fallen Heroes Memorial grant during fiscal year 2013-2014.

Funds may be used for operating, construction, improvements, equipment, and maintenance expenses associated with the Fallen Heroes Memorial.

Disbursement of funds must comply with state procurement law, accounting procedures, revenue stabilization law, and other applicable fiscal control laws and Department of Finance and Administration regulations.

Funds must be used in accordance with stated reasons documented in Agency Requests, Executive Recommendations, Legislative Recommendations, and official Arkansas Legislative Council or Joint Budget Committee minutes.

Act becomes effective July 1, 2013 under an emergency clause due to constitutional restrictions on multi-year appropriations and essential need for immediate agency funding.
