Appropriates $150,000 to the University of Arkansas for Medical Sciences from the General Improvement Fund for maintenance and general operating expenses of the College of Health Professions Physician Assistant Program.

Institutions may supplement State Treasury funds with grants, donations (including Federal funds), and unobligated cash income to finance project costs.

Requires strict compliance with State Purchasing Law, General Accounting and Budgetary Procedures Law, Revenue Stabilization Law, and other applicable fiscal control laws in fund disbursement.

Directs funds be used in accordance with stated reasons documented in budget manuals, agency requests, executive recommendations, and legislative minutes.

Declares an emergency effective July 1, 2013, stating the appropriation is essential to agency operations and the Constitution limits appropriations to one-year periods.
