AR SB661

Appropriates $1,000,000 to the University of Arkansas - Fort Smith from the General Improvement Fund for construction, renovation, maintenance, critical maintenance, equipment, security enhancements, technology upgrades, and library resources.

Permits the university to accept and use grants, donations, Federal funds, and unobligated cash income to supplement State Treasury funds for financing the entire project costs.

Requires strict compliance with State Purchasing Law, General Accounting and Budgetary Procedures Law, Revenue Stabilization Law, and other applicable fiscal control laws in fund disbursement.

Prohibits use of existing Maintenance and General Operations appropriations for any purposes covered by this act.

Declares an emergency effective July 1, 2013, citing constitutional restrictions on appropriations to single-year periods.
