Appropriates $250,000 from the General Improvement Fund to the Department of Arkansas State Police for maintenance, personal services, and general operations of the Concealed Carry Division.

Prohibits contracts and obligations exceeding available State Treasury funds unless supplemented by grants, donations, Federal funds, or the agency's unobligated cash income.

Requires strict compliance with Arkansas State Purchasing Law, General Accounting and Budgetary Procedures Law, Revenue Stabilization Law, and other applicable fiscal control laws in disbursement of funds.

Specifies that funds must be used in compliance with stated reasons for appropriation as documented in budget manuals, Agency Requests, Executive Recommendations, and Legislative Recommendations.

Declares an emergency effective July 1, 2013, stating the appropriation is essential to agency operations and preventing delay in effectiveness could cause irreparable harm to governmental programs.
