Appropriates $3,000,000 to Southern Arkansas University from the General Improvement Fund for lignite research expenses including personal services, operating costs, professional services, supplies, equipment, construction, study, and sampling.

Permits Southern Arkansas University to supplement state funds with grants, donations, federal funds, and unobligated cash income to finance the full project costs.

Requires strict compliance with State Purchasing Law, General Accounting and Budgetary Procedures Law, Revenue Stabilization Law, and other applicable fiscal control laws in disbursement of funds.

Restricts use of appropriated funds to purposes specified in legislative budget recommendations and testimony; prohibits use of funds designated for agency maintenance and general operations.

Declares an emergency effective July 1, 2013, citing constitutional restrictions on appropriations and the need for immediate agency funding.
