Appropriates $40,000,000 to the University of Central Arkansas from the General Improvement Fund for a collaborative Health Education Facility, covering personal services, operating expenses, construction, renovation, maintenance, equipment, security enhancements, technology upgrades, and library resources.

Permits the University to accept and use grants, donations, and Federal funds, as well as unobligated cash income, to supplement State Treasury funds for the project without using existing Maintenance and General Operations appropriations.

Requires strict compliance with State Purchasing Law, General Accounting and Budgetary Procedures Law, Revenue Stabilization Law, and all applicable fiscal control laws and Department of Finance and Administration regulations in disbursement of funds.

Establishes that funds must be disbursed in compliance with stated reasons for the appropriation as evidenced by Agency Requests, Executive Recommendations, Legislative Recommendations, and official minutes of the Arkansas Legislative Council or Joint Budget Committee.

Declares an emergency effective July 1, 2013, citing the Arkansas Constitution's one-year appropriation limitation and the essential need for immediate fund availability for agency operations.
