Appropriates $250,000 to the University of Arkansas from the General Improvement Fund for the Criminal Justice Institute's construction, equipment, maintenance, deferred maintenance, renovation, personal services, and operating expenses.

Allows the University to supplement State Treasury funds with grants, donations, Federal funds, and unobligated cash income to finance the full cost of projects.

Prohibits use of existing Maintenance and General Operations appropriations for any purposes covered under this appropriation.

Requires strict compliance with State Purchasing Law, General Accounting and Budgetary Procedures Law, Revenue Stabilization Law, and other applicable fiscal control laws in fund disbursement.

Declares an emergency effective July 1, 2013 to ensure funds are available for agency operations, as the Arkansas Constitution limits appropriations to one-year periods.
