Appropriates $250,000 to the University of Arkansas for Medical Sciences for maintenance and general operating expenses of the Dental Education Program, payable from the General Improvement Fund.

Allows the university to supplement the appropriation with grants, donations, Federal funds, and unobligated cash income, provided existing Maintenance and General Operations funds are not diverted for these purposes.

Requires strict compliance with State Purchasing Law, General Accounting and Budgetary Procedures Law, Revenue Stabilization Law, and other applicable fiscal control laws in disbursing funds.

Establishes that funds must be used in compliance with reasons stated in budget manuals, Agency Requests, Executive Recommendations, and Legislative Recommendations documented by the Department of Finance and Administration.

Declares an emergency effective July 1, 2013, citing the State Constitution's one-year appropriation limit and the necessity of immediate funding for essential governmental programs.
