Appropriates $100,000 to the Department of Human Services from the General Improvement Fund for hunger relief grants to service providers.

Authorized uses of funds include operating expenses, construction, renovation, improvements, maintenance, and purchase of equipment, food, and supplies.

Allows the Department of Human Services to adopt new rules and regulations to carry out the appropriation without restriction by requirements applicable to other programs.

Permits recipient institutions and agencies to supplement state funds with grants, donations, federal funds, and unobligated cash income for project financing.

Takes effect July 1, 2013 with emergency clause declaration to ensure immediate operation of hunger relief programs.
